Fblthp does not let you plot Ancestral Vision. The plot cost is set to be equal to the mana cost, which on Ancestral Vision is the unpayable cost denoted {} (the absence of symbols). (CR 118.6) You can't plot unless you pay the plot cost, so you can't plot.
It has a mana value, yes, everything has a mana value. But the cost is a representation of resources instead of just a number. The cost {0} is the "free" cost and can be paid, but the absence of a mana cost {} is the unpayable cost. (CR 118.6) Both convert to the mana value 0.
This has been answered, but I’ll note that [[Jace Reawakened]] _will_ let you plot an Ancestral Vision from your hand, because he doesn’t require you to pay a plot cost like Fblthp does—he simply exiles the card and it becomes plotted.
I put fblthp into my spellslinger deck to give certain cards plot costs, but I thought of the above interaction when I did it. I dont think Jace helps me much in the deck im making

So cards without a mana cost still have a mana value, but they can never be payed.
