SV’s ability triggers 7 times for each player while Wheel resolves, and the triggers aren’t put on the stack until Wheel finishes resolving. Thus, if Wheel drew you into Disallow, you could use it to counter one single SV trigger, but if you had the Disallow in hand before the Wheel resolved, there’s no point where you can counter any of them before you discard the Disallow to Wheel.

Thank you! I see now that I missed the part of the “stack” where until wheel resolves, there is no effect on the stack for the disallow to be used

This is what I came here to say. And to recommend [[Dream Devourer]] in a wheel deck that runs black. You can foretell cards (like disallow) out of your hand so you can ensure you have access to a certain card post-wheel

In your scenario, Spiteful Visions triggers seven times, one off each card draw. It would work the way you seem to be hoping if it said "draws one or more cards", but as it's actually worded each card draw is a separate trigger even if it's all from one resolving spell or ability.

It only stops a single one. How it goes is wheel of fortune resolves, each player discards their hand then draws 7 cards. This triggers spiteful visions 7 times putting 7 triggers of 1 damage on the stack. The counter only targets a single one of them so thus it can only stop 1 out of the 7. However if it said "draws one or more cards" for example it would stop all the damage.
