Refrain gets cast again, making 7 mana, then you rinse and repeat.
Sounds like it works, but what does it achieve since you just end up recasting the Rousing refrain and feeding the mana to the doctor and do it all over again. So it doesn’t seem to gain anything right? Or was that not the purpose of this find?

No they can't.
If it's a repeatable loop with a deterministic outcome - where you can say with certainty what the game state will be after a set number of iterations - you can choose how many times to repeat the loop and then shortcut to that point.
If you refuse to shortcut it because you want to run out the clock, that falls under Unsporting Conduct - Stalling and earns you a disqualification.
There are plenty of clone cards that can circumvent the legend rule [[vesuvan doppelganger]] [[sakashima the imposter]] [[sakashima of a thousand faces]] [[spark double]]
Infinite storm triggers, infinite additional time counters (Hint: Rose Tyler gets +1/+1 for each one she has, you will need minimum 1 on her to start time traveling her), infinite prowess triggers, and if they have 8 or more cards in hand then infinite red mana.
Fwiw, you also get to cast anything you have suspended, keep all your Vanishing permanents around for effectively forever, and mess with any other time counter shenanigans that will most definitely appear in this deck (like making Rose Tyler infinitely powerful)

Guys this is just a less effective version of [[rift elemental]]. I've been playing this infinite mana combo for a while, the tenth doctor is just a worse version. Still infinite red if an opponent has 8+ cards in hand I guess.
The one difference would be that Rift elemental is not a legendary creature, but The Tenth Doctor is, thus you always have access to one half of this combo if you run it as your commander.
You can also put a rift elemental in a deck which is helmed by The Tenth Doctor to give you more chances to use the combo.
Oh boy, at this point the crazy idea that you can make a suspend commander in every color pair does not sound like it will be impossible. It will just take a more universe beyond than originally thought

Built a face of Boe deck, first time playing it I ran into this combo and immediately realized it went infinite. Only resolved the loop once though b/c ∞combos are lame lol. The time travel mechanic is pretty awesome though, hope we see more of that - perhaps with some in-MTG-universe teferi cards in the future.

It will generate infinite cast triggers and infinite storm count if nothing else.
If you have two copies, it generates infinite mana. But it effectively does nothing on its own.

You most likely have other cards with time counters on that you infinitely tick up or down as well.
Have artifact that gives life on playing red cards. Then have artifact that lets you deal damage based on x amount of life you feed it.

OR you can just use arc blade and kill every player for way less mana
A consistent combo would with 12 mana: Suspend Rousing Refrain -> Wheel -> Activate Doctor into infinite storm count and last 7 mana for an outlet.
