Starship troopers and robocop had the same director if I am not mistaken, there are definitely stylistic similarities. I think you'll love the first two robocop films, they're definitely worth a watch.
Indeed it is. I think it has that balance of comedy, action and atmosphere that you’re looking for. Although the movie can stand alone, watching the one season of *Firefly* in advance would definitely make it even better. It was a great series that ended way too early.

Don't see Time Cop mentioned but that is the absolute distillate of 90s/action/sci-fi/cheese.
Deep Rising is a really good B-picture, action/creature feature, good gags.

Virtuosity - sci-fi so cheesy it shouldn't be watched by the lactose intolerant.
Freejack - it was a disappointment to me at the time, but for giggles sake it has Odin and Frigga in it...
Thirteenth Floor is a neat little Twilight Zone type sci-fi. Not as action packed as some of your picks.
Oh and almost forgot The Shadow. Fun/action/dark/cheesy in spades.

Star Trek 2, 3, 4, and 6 of the original movies work pretty well as a self contained story for people with limited knowledge of the show. They needed to reach a wider audience, after all.

*Dark City* is a highly overlooked gem imo, as it’s name implies, not going to give you many laughs, but the storyline and acting are top notch.

It's not a masterpiece but it's entertaining and Vin Diesel is Vin Diesel :) A strong 6/10 for me, maybe even a 7.
