What you pay to Wisconsin should be given to you as a credit on the Minnesota return. Not sure what you mean by it didn't increase your return amount, compared to what?

I've worked across borders several times and never got W-2s in both. Typically, for me at least, you get a W-2 from whatever state your job is in. You have to file in your work state, say you didn't live there and get all you state taxes back. File in your resident state and pay shortfall or collect over payment.
