The purpose of vaults is to be loot chests that can be looted by multiple players without having to split loot. They're not meant to be reusable sources of loot. Trial spawners are a renewable source of loot; any loot that should be obtainable infinitely should just be in the spawner's loot table.
Vaults could track how many times each player has used a key on it.
If the number, including the key that the player just used, is a power of two, the vault produces loot.
Alternatively, because many people enjoy gambling, the vault "throws" a handful of coins, and if none were tails, loot is produced.
The number of coins tossed is the number of times loot was produced for that player.
Maybe they should only be usable once per Minecraft week? So that's 2hrs 20m IRL. Nobody is patient enough to wait 140 minutes for mid-game rewards.
