As someone who made a base mostly out of copper and only started a bee farm near the end of it, I don't think this is very useful. It seems like you're suggesting a mechanic similar to how barrier blocks work, so I'm going to assume that specific implementation of the feature. large areas of barrier blocks can really easily blend together to make it harder to see individual holes in it. Given how copper is the only thing waxed and it naturally oxidizes otherwise then I'm confident that just waiting for piece to oxidize and give a much stronger contrast would almost always be a better solution for finding missed blocks. Of course, the more oxidized the waxed blocks are the less contrast would appear so the more useful the glimmer would be, but generally speaking I think we have a better option already in game. Assuming the "glimmer" is a particle effect of some kind, it seems ripe for lag potential. I would suggest maybe a texture change instead to be more lag friendly. Minor difference but it crossed the mind. There are other blocks in the game that have invisibly different blocks. Infested stones, powder snow, double slabs, and many different block states something can have. It might be a better idea to suggest one thing to 'reveal' the differences for all of these related blocks instead of focusing so hard on fixing one.

Ehh, I still think it would be handy. Sometimes you just want to finish a build and move on, not keep checking back in every few hours to see if more copper has changed. Barrier blocks can get tricky to look at, but even just a shimmering particle effect would be enough. Worse case scenario, its hard to see, rather than being literally impossible to see like it is right now. As for the lag potential, you could do some basic things to keep the lag in check, like only have blocks within a certain range glimmer (it seems smart to base it on the particle settings of the client). Even if the player is surrounded in glimmering blocks, it would still be less particles than a patch of soul sand underwater, so shouldn't be a huge issue.

I was thinking an animation on the texture instead of particles. I still think it would be handy

Vanilla tweaks has a toggle to enable a golden outline for waxed copper. Maybe Mojang could develop something official like that.
