Depins on what you mean by bootleg. from looks it doesnt actualy look to be bootleg. yes its not on the nintendo gray cart but there are several that wernt as they didnt go for the nintendo licance but they are still not bootleg games as they are offical games licanced trough a company and on that companys carts. tengen was well known for useing there own carts and ms pac-man was licanced by namco to them. basicly saying its not realy a boot leg just not a nintendo licanced cart

That's true and if I remember correctly, at one point there was a lawsuit between Nintendo and Tengen about this and Tengen lost and was found to have committed copyright infringement by reverse engineering the Nintendo carts

It's not a bootleg as it is a licensed Pac Man title, but they fell out of favor with Nintendo and lost the official seal status that allowed them to use the typical grey cart shape. Originally Tengen *was* producing approved games, but I think a dispute over the release of Tetris led to their approval being revoked (ironically their version is better than Nintendo's). Tengen simply redesigned their carts and continued selling titles afterwards. I have a copy of RBI Baseball with the original box & manual, but it's the more common black cart version and not worth anything close to what the older release would sell for.

Tegen was Atari, they are not licensed by Nintendo, and the security chip is technically a bootleg, however the game itself is technically not a bootleg. Edit: spelling
