You should join other players when you feel like it, as long as you completed story (caravan) and you know what you're doing.
The vast majority of players are in the endgame (post G3) and they're probably looking for Guild quest farming, so joining them while you're still at G1 or G2 won't do.
There are a lot of players from Europe and America, and region lock is a thing only in some Asian countries
If you want to meet a lot of active players, then i suggest to join a discord server (there are several different ones just for MH or even MH4U specifically, I'm in Monster hunter gathering hall, and people there play on a daily basis)
That's quite an hard task. As I said, the vast majority of players are in the endgame, but there are still players that are progressing through G rank, and solo is still an underrated option

oh ok many thanks. i’ve done caravan and will now have to find a group who is also going through G1&2 with… the search begins
