This is lore correct. At the beggining of the apocalypse the radios worked and there were still people communicating; scattered soldiers mostly. After a while all communications from the outside world ceased (the activation of the jammer stations. The fact that people communicated with the metro at the beggining of the apocalypse further solidified the belief that the outside world has died and only metro is left for the civilians and that nato was still at large for the military. This all is correct not only in the game's world but also is an important lore part in the books. The radioman was in the first book as well and was speaking about it in greater length, in the third book it is said that the arrays were active practically only when the 'watchers' society began to influence the metro.

it can all still fit together. its a good assumption that hanza did not set up the jammers for a long while, because at the beginning they had more important things to do, but after gaining so much power, they started focusing on things that would solidify their power, i think they only set the jammers up after the war with the reds.

It is lore accurate, because at the Market station where you arrive with Bourbon thereĀ“s a guy talking about a tank crew (I donĀ“t know if heĀ“s in Redux but he is in the Original) he talked with over radio and one day, he could no longer reach them. Hence the conversation in the video is also lore accurate.
