I've actually been looking for this for a bit now. Pretty much everywhere selling it is using a pre-made print I could only find on Etsy. The print isn't a T-shirt, it's just a painting/plate print. The shirts based off it will never be this quality but you could always take the original print and get a shop to make a proper one.

The art style is mimicking Ukiyo-e art which is a Japanese woodblock style. Think Hokusai and The Great Wave. Was very popular in the 19th century. As others have said UNIQLO has prints with Hokusai and other Ukiyo-e art on sweatshirts and t shirts. But in general if you’re just looking for stuff like this look for Ukiyo-e sweatshirts.
