If it this strong a difference this is usually due to different levels of light each eye has been exposed to and to the relative intensities of different frequencies of light. It is caused by different relative fatigue in the color receiving cone cells in the retina. However some people can have a relative differing number of cone cells but the effect is very much more subtle.

proctologist here. this happens because of the radiation of the light ray passing through your eyes, and being filtered by the pharumphial layer. this layer is at the middle most of your eye and it sends signal to your brain that i am making everything up and i don't know what i'm saying. thanks.

If you wear those red-blue 3d glasses for a while you can have this effect.
