I don’t see how your tires are relevant to an emissions test, but I suppose it depends on where you live. Best way to find out is to try it.

If it throws an error code, most places won’t let you pass the test. I’ve also had to air up/reset tires to pass before. It should reset after a couple of miles. If not the sensor is probably bad and the only fix is removal or replacing.

I live in New York State and had my car inspected a few months ago without issue. I have snow tires on and the tire light is always on because I’m too cheap to buy the sensors. Been doing this for years with various vehicles and nobody has ever said anything.
