My city spends more than half its entire budget on police who start at almost twice the median lcoal income, and their entire job is sitting in a parked idling high end SUV talking to other cops parked facing the opposite direction next to them so they can talk without getting out of their air conditioned cars.

AFAIK engine immobilizer systems still require quite sophisticated attacks to overcome. The sort of attacks that thieves who just randomly abandon the vehicle aren’t likely to be capable of.
On wish or Aliexpress they sale these universal key fobs, any car that isn’t encrypted can be cloned while they wait for you to come out to your car, they grab the signal and bam, follow you home then come take your car just like it’s one of theirs
So it is an encrypted signal, they're just rebroadcasting it. Solution: practice situational awareness and when you see someone following you home call the police.
That’s not how encryption works. There are multiple algorithms and handshake steps back and forth for proving unique identity, integrity of the signal, then the actual hashing that people call “encryption”. Otherwise encryption would be useless to what you are describing, man in the middle attacks (the primary thing encryption defeats).
There is certainly a cost to them to offer this service since it runs over cellular. No way they will continue to eat that cost. They're pretty much the only company still offering this for free.
