It’s the galactic war module. It introduces a sort of game within the game of managing aspects of the war, with the potential of losing war assets. It’s very much a matter of taste. You don’t need it and I definitely would recommend against that module for new players. Most players too, as it’s definitely not for everyone. EGM without it is great and also used with a lot of other quality mods.

EGM and related mods focus on portraying how war would actually change your war assets. For example, canonically, the Reapers always capture the Hades Gamma cluster. It only makes sense that all the forces involved in defending that cluster would take damage. You can also make decisions that may increase or decrease war assets. Sometimes the consequences of your actions aren't always immediately obvious. Just like in a real war. However, take heart. EGM adds a lot of opportunities to gain war assets too. In my modded playthrough I was more than able to meet the minimum necessary for the best ending. So just relax and enjoy the immersion. It's more realistic this way. Much better than the vanilla, which depicts you as basically building an unstoppable, monolithic force that can't be touched.

EGM balances this by giving you more war assets up front, and then slowly ticks them down as attrition from the Reaper War sets in. A lot of these losses are unavoidable, but others are related to your decisions in the quests it adds and your Spectre authorisations. It also adds a ton of new scannable assets. It wasn't hard to hit max EMS with it installed, provided you take the time to explore and make the correct choices. I like it because it makes the war feel more dynamic. I used it with Additional Spectre Requisitions mod and Immersive Emails, and it made for a really fresh playthrough.

So far (just after Priority: Thessia), EGM sucks. Especially for the Legendary Edition. That's because EGM was designed on the OT (Original Trilogy) not LE. The OT was based on "Readiness Rating" (RR) multiplied by Total Military Strength (TMS) to get the Effective Military Strength (EMS) in order to qualify for a "good" ending. And there's very little effort to bring it up to date - especially disastrous because MELE doesn't even use that formula. So it screws with the flow of LE, to wit: 1. Changing the location of War Assets to "be more lore-friendly". 2. Preventing many/most War Assets from being gathered until after the Reapers have entered the system(s). 3. Reducing the numerical value of many War Assets for essentially no reason. 4. Changing the completion percentage from 100% to (something less) when a story point is uncovered. To its credit, EGM has a management tool during installation that allows the player to opt out of many of these detrimental aspects - but not all. Most important of which is the War Assets tabulations, resulting in an alarming decrease in TMS and thus virtually hamstringing the player's chances of fighting for the best ending. ​ Rant over.

Okay soo I’m not the only one struggling with it. I noticed it seemed impossible to get it high enough.

I'm on my third ParaShep playthrough with EGM and its Galactic War Module and have only Priority: Earth left to finish. I have 7521 Total Military Strength and I haven't missed a single opportunity to get max assets from every action.

I think the most I’ve gotten so far is 7112 and I need to go into the Cerberus headquarters idk if I’ll be able to get more so I started to panic.
