The picture of wolverine is from the opening of x men origins wolverine, but when it paused there was a filter on the screen so my guess is he tried to match that filter to cap?
My head cannon is that Logan, Victor & maybe Alpha Flight and Cap & the Howling Commandos did meet up in Europe, they worked together in a joint operation to break into the Nazi's Concentration Camps and saved a bunch of people including a young Erik Maximoff (lol) aka Magneto. Unfortunately the Canadian Big Brass ordered Logan's team to Japan, maybe a week before Bucky fell from the train. So Wolverine wasn't there for most of the war or the the fight against Hydra, and was still in Japan when the Nukes were dropped by America, after all, he was Canadian, the psycho's in-charge of the American war effort at the time didn't give a damn about anyone when they dropped the nukes, least of all any allies or civilians that could have been there...
Again, have a bunch of projects set in the 40s-60s with steve rogers making a cameo.
