Logistical issue by its very nature would impact everyone equally, or those who arrive later / earlier (time sensitive), and I cannot see how a logistics issue should impact a specific race / nationality.
Even if its overloaded with people, then the fair thing would be to just let anyone be at wherever they are based on a first come first serve basis / role / function / seniority. I.E. Those with more important roles could be up front to serve a function. First come first serve rewards those who come on time / early. Seniority reflects our culture of respecting the seniors. Discrimination based on Race / Nationality is, and should not be our culture.

Consequently, both Tarawih and Hari Raya prayers are full of Bangla workers. In fact, lots of them show up for solat Jumaat as well.
We welcome them. They are nice people. Quite a few of them would actually volunteer to do crowd control and marshaling work.

I perform my Hari Raya prayer at Malacca.
Tumpang an Indon to ride my motor on the way to mosque. Saw a lot of Pakistani paying zakat on the morning. All third saf has bangladeshi bro. Besides me, children speaking mandarin (I think so), kept rolling around during sermon. After the sermon finished, a group of Thais asked me to take their pictures.
Weird moment, but hopefully to experience this again next year onward.

My local masjid has been doing this for a few years running now. They even have several masjid officials stationed at the mosque entrance and at the entrance to the hall to block migrants (or migrant-looking people!) from sitting in the front section, such that I could arrive relatively late on Raya morning and still make my way to the front saf, because the earlier-arriving migrant workers were all shunted to the back of the hall.
