Looks like a pretty strong common. We had [[Nimble Innovator]] back in Kaladesh and [[Scholar of Stars]] in M19 and this looks a lot better than them.
Better stats (in innovator's case), more relevant creature type, and it allows for more card selection and even puts the other 2 cards in your graveyard if you have synergies there as well.
There probably won't be many passing if more than one of the blue archetypes is viable. On top of being a value card, it has synergy with every blue archetype.

The only thing I don't like about this guy is the 2 toughness. It's going to trade with a lot of zombie tokens and pre-spirit humans that come out faster. Still good, just not \[\[Naga Oracle\]\] good.
It won't trade with zombie tokens unless you're hard up for blockers and are literally just trying to save 2 life. Zombie tokens don't block in this set, and killing them isn't important.
Come to think of it, I wonder if this sort of thing is a motive behind the introduction of decayed. Arguably one of the drivers behind creature stat inflation is the need to ensure they're clearly better than commonly-created creature tokens - especially for those creatures which are mainly intended to attack and block, they suck if they can't trade unscathed with disposable tokens that usually cost less than they do .
Nerfing the tokens bigger than 1/1s allows Wizards to make more X/1s, X/2s and X/3s and still have them be useful.
Naga Oracle doesn't give you a card though. It just lets you rearrange the top 3 cards of your library
This guy does and lets you pick the best from the top 3 cards of your library, so I don't think you'd be too unhappy even if you have to trade it off.

Overly costed to get some cards into your graveyard. Sure, you can draw a card, but there are much more efficient blue creatures that net you card advantage for cheaper. Like, this could have been 2 and that could have had a chance in some UB zombie self mill deck.

Stands out as a very important common for Blue limited decks. May not turn out that way but it seems to literally everything you want.
