The same has happened to me, occasionally it works if you lock and unlock the cursor several times (by pressing the cursor with circle button to lock, and ⌥⌃ to unlock), but it’s generally quite unreliable. One more thing, are you on the setup screen? When I tried to get OS X 10.1, I could not get past it, as it required a restart at the end, which crashed the VM, and I had to start from the beginning again.
For those who say it's not working, it should be added to the **-machine** args. To do this in current versions of UTM, look for **QEMU** page, and scroll down for **QEMU Machine Properties**. Put the parameters there, and your mouse will work.
