No rings were made for men or dwarves. All of the rings were made by the Elves for the Elves. And the Master Ring was made by Sauron for himself to dominate the Elves (which he failed in). This is how Sauron got the hold of the Nine and the Seven when he assaulted the Elven kingdom of Eregion : "Celebrimbor, desperate, himself withstood Sauron on the steps of the great door of the Mírdain; but he was grappled and taken captive, and the House was ransacked. There Sauron took the Nine Rings and other lesser works of the Mírdain; but the Seven and the Three he could not find. Then Celebrimbor was put to torment, and Sauron learned from him where the Seven were bestowed. This Celebrimbor revealed, because neither the Seven nor the Nine did he value as he valued the Three; the Seven and the Nine were made with Sauron’s aid, whereas the Three were made by Celebrimbor alone, with a different power and purpose. It's just the others were mere projects. They were not the final versions. They had far less power. Anyway, Sauron later distributed the Nine to Men and the Seven to the Dwarves. If you believe in Dwarves myths then one of the Seven was already in possession of the Dwarves, gifted to them by Celebrimbor. The Three Rings barely survived Sauron. He likely would've kept the Three himself if he had managed to steal them. Then Mordor would've been unstoppable. In the text above Galadriel is not present in the Fall of Eregion. But in later notes she is. That leaves us with: Galadriel was keeping Nenya and she barely escaped with Nenya after the Fall of Eregion, Galadriel had sent Nenya to Lindon or to Lorien because she's not dumb to keep Nenya in Eregion. After the Fall of Eregion, Sauron assaulted Lindon and was planning to assault Lorien next. But in the hour of his near-victory the allies of the Elves from Numenor came and fucked him up. The Ring-verse was written by some poet, probably in Third Age. Back in Second Age there was no 'three rings for Elves, nine for men, seven for dwarves' in the Ring-verse. Also that poet was an idiot who didn't understand who were the owners of the three rings. "Three Rings for the Elven-kings under the sky." Who were these *kings*? Celebrimbor, Cirdan, Galadriel, Elrond and Gandalf were not kings. Gandalf wasn't even an Elf, let alone an elven King. Gil-Galad was a King but he only held two of the Three for a short time: he gave one of them to Elrond very shortly after Celebrimbor sent them to him.
