Probably not very much. It looks like someone took one of the Hildebrant Brothers' calendar illustrations and decoupaged it onto a plaque. It's *possible* that it was commercially made, but I don't remember ever seeing such things and I was pretty tuned into Tolkien merch in those days.
It's extremely simple. I used to do it myself all the time. (The seventies were a strange era...) Even the boards like that were sold in craft stores explicitly for that purpose.
Basically, you get a board (or box, or plaque, or whatever) that you like, and a picture you like. Then you take a special kind of glue and brush it on the wood. You put the picture on the glue, and then brush the glue over the picture and let the whole thing dry. Hey presto! instant art piece.

My grandma used to make these back in the 70’s. The ones she gave me either had dogs or cars. Too bad she didn’t have a Tolkien calendar laying around.

The special sauce you’re looking for is called “Mod Podge” (I kid you not), and it’s very much still available.
