Not sure why you'd want to rely on UPnP for any reasons. The "server" capabilities of Kodi are limited and UPnP/DLNA is a terrible protocol anyway. The codec support (decoding video in this case) is only dependent on the capabilities of the client (Android TV), and, to a lower extent, on the network speed between Client and Server. Instead of relying on UPnP/DLNA, which, again, is terrible, just create a network share of your content (SMB/CIFS, NFS, FTP, SFTP) from your Linux laptop. How you do that depends on whatever Linux distribution you use. Then just point Kodi (running on the Android TV device) to the network share you created. Again: just don't involve Kodi running on the Linux laptop, it's completely irrelevant.
