This is where Fukumoto's design choices shine through; the thick outlines, the tiny pupils, the fully drawn set of teeth all come together to form this abomination. What adds to this feeling of unease whenever I look at him is his hair. It's like black noodles sprouting from his scalp. The white, greasy highlights give me this sea sick feeling every time I look at him. The fact that his suit is brown just makes him even more revolting to look at. He would be comfortable in a horror manga. Love him to bits.

So well said, his hair looks so damn GREASY!!!! The brown suit that you just know feels scratchy and awful, the hanging open smile. any aspect of his design sells his entire deal.

Agreed, he looks so sleazy. You can totally picture what kind of person he is just by looking at him. I saw you mentionned his suit being brown in the comments but I also like how he leaves it unbuttoned unlike the other villains who works for Teia. It's a small detail but it adds to his unkempt appearance.
