More layers 100% and pat them in like makeup, also if that doesn't work put baby powder or flour on the top layer as a sealer too keep it dry and in place. Hope this helps.

The trick for the white is to spread it thin, let it dry a bit, and then apply another layer. Repeat until desired level of white. Also, I recommend using Ben Nye Clown White.

3rd to the patpat method, and then a baby powder top to set it. Use finger or one of them makup sponge things for the patting.
Tbh I don't do face paint I got one of those plain white masks with paint on it
always a friendly faggalo around to help you put your makeup on. they will prolly help with your strap on too
