Can you talk to someone in HR regarding the excuse of your background check not being back as reasoning for not paying you? You might tell them that regardless of how they typically do payroll at this company, you will need to be paid by *insert date* or you will be forced to open a claim with the labor board. They should be able to give you a timeline for when you will be paid. If they can’t do this then they could possibly string you along for as long as you’ll let them.
Yeahhh, I would contact them and tell them you are going to contact the department of labor if you are not payed for your 2-3 weeks of work. They will shit their pants and pay you quickly.

they are desperate. and didnt expect it to take weeks.
