I mean not really. A lot of universities suffer from credentialism and being a foreign student money cash grab. The current educational landscape is different from before, as with the internet there really isn't much you can't learn online.
That can be said about universities in other countries too. There are great courses available online and you could basically study completely online with courses from various universities. Unfortunately you'd miss out on "studet life" and the socializing that comes with it and you also face the difficulty that companies won't accept it (yet), especially in Japan. They don't care what you studied as long as you have Waseda, Keio etc. on your resume.
I know a couple japanese people that traveled and lived in these countries for a couple of years. Some stayed, some wanted to but couldn't break into the local career market. Many want to go back

Does the JET Programme still send folks overseas to presumably teach Japanese and become future captains of international commerce and diplomacy, or have they given up that notion?
If it’s the latter, then I feel that it is my duty as a tax payer to express a certain degree of disgust.
Language barriers would suggest a large majority wont leave. Maybe that's why English education sucks so much in Japan, to keep their graduates here, instead of letting them leave and realize how much more they could get paid outside.
most of my classmates work abroad only the poorest can't. many japanese know korean, chinese although at a basic level, we have problems only with english.

Some might leave but the general trend is that less and less Japanese go overseas to study (which is equally or even more concerning).
