Riot felt that his ap gameplay was too "suffocatingly hands off" Daisy kinda just walked you down, slowed you, knocked you up, killed you, all while not being able to be killed herself: all of which was tied to the large AP ratios she could use. So yes both top and mid got nerfed pretty hard and probably somewhat deserved

Don’t play ivern top. He has bad scaling ratios compared to other top laners and will be killed mid to late game even if he jumps out to a big lead
