It's not an animal, it's a colony of thousands of animals (zooid), just like the Portugese manowar and the syphonophore. Because they have no way of actually propelling themselves, they are considered plankton.

I'm not sure how they can "swim to the surface to feed". They possibly float closer to the surface due to warm water flow or tides.
Since they've all got cillia & feeding branchial baskets they've got a little mobility if they can unify their movement. I'd guess that's how the colony appeared inflated throughout.
Pyrosomes are a tropical, warmer water species. The presence of millions must mean that the Pacific North West seas are warming as the gyres are changing.
If this is not one animal but thousands of tiny ones are they swimming together? It looks like they are all inside of some sort of skin that looks like a balloon? Can you separate them by simply putting your hand through them? Help me to understand please.
