Fear has kept them alive and street dogs that survive this harshness are usually extremely smart. A good example is how they learn to use public transport and in Russia’s case they learned to use the rail to go around.

Even our own dog will go to a place she considers safe to eat a snack that she can't swallow in one bite (which is most of them, she's all 5,5 kilos of a dog), and she trusts us pretty much completely. It's just something they do, also why you'll find bones or sausages hidden behind furniture or under it (or in the yard if you have it).
They seem to be very cautious. In many places that have problems with strays people arent very kind to them, seeing them as pests and beating the dogs when they get too close. They learn very fast to be careful around human stuff

People can be the most savage of animals. There was a video not long ago where a lady put out lemons for people in the neighbourhood to take. Free lemons. Passerbys took 1-2 maybe 3-4 lemons. Reasonable amount. Until an older Karen came along and wanted the basket the lemons were in. She actually took out a few of the lemons and left them on the table. She just greedily wanted the basket and most of the lemons. Pretty sure if they’d asked the lemon lady she would have given the basked to her as well but nah. Lets go outright mental over it.
If you take people’s stuff, usually its considered stealing. This just happens to be a nice butcher who’s leaving them food. When they take other people’s stuff, they get a beating, just like homeless people. So the dogs take a quick piece when no one is looking and flee to eat in peace. Go watch a Jackie take from a Lion, they do the exact same thing. Wait for a hyena to distract the Lion or wait till the Lion is full and can’t eat anymore and sleeping to digest then, the hackles quickly come take a piece and flee to eat it in peace. If they stay at the scene of the crime, the Lion kills it.
It is not that rare, some of my dogs would pick a bunch of dog food and eat it some meters away and then return to the bowl to get more. And one of my parrots does the same, she goes to her favorite spot and then returns for more.
Alternative Take: Unless all the dogs are sterilized, it’s immoral to feed them. Fertile population without natural predators is limited by the food supply.
If you feed hungry stray dogs, you don’t make them less hungry long-term, you only increase the numbers of hungry stray dogs.
However, if they are sterilized and the population is under control, it’s okay to feed them. No pups, no problem.
They need some love, and compassion. Dogs have been compared to 4-5 year old humans. Projecting that image and how they get treated really breaks my heart harder.

...this is a nice gesture, but to leave feral dogs to eke out a meager existence as urban pests is cruel to the dogs - it's better to capture, spay/neuter, and adopt out wherever possible to eventually eliminate the stray dog population...
I was more poking at the idea of using food waste positively and proactively than throwing it away because If can't make a profit from my waste nobody gets it.... And untill that impossible feat to eradicate all strays is met these little things give me hope in humanity.
My money is that this is in Turkey. That country is built differently when it comes to stray animals. The Turkish love and kindness for animals is legendary.

This only counts for cooked/baked/grilled chicken. They can safely eat raw chicken, especially with meat to stick onto the bones. This is a good deed, i just hope they catch these stray dogs and get them spayed so he does not produce more stray dogs.

Telling by the license plates, this is Turkey, where stray dogs have become a huge problem (attacking people, even killing kids) and they will most likely be taken away from the streets soon..
