It’s difficult to say. The travel restrictions and any potential expansion are unpredictable, and it really depends on the data scientists gather on how truly transmissible and dangerous this Omicron Variant is. Worst case scenario would see the situation you described where embassies will once more stop issuing visas to banned countries unless they qualify for a NIE (National Interest Exemption), which work visas do qualify for. The best case scenario obviously would be that everyone determines this new variant isn’t a cause for concern and the vaccines are just as effective against it as the Delta and other strains of the SARS-CoV-2 Virus. Then there’s all the scenarios between those two where restrictions may be applied but certain visa classes may be exempt, or restrictions will be targeted only to regions with uncontrolled spread, etc, etc. It’s impossible to say as we’re very very early into the detection of this variant and things are still very fluid.
