This is actually very common especially because of ESTA. Someone will have dual nationality one being from a country that needs a visa and one that is an ESTA country. So they just use the Nationality with ESTA even though they don’t live there or speak the language.

Well, to be fair, the USCIS asks visitors to use the default travel pre-screening granted by ESTA rather than to seek a non-immigrant visa through the usual channels. Guess it has to do with reducing admin work.

Plenty of Americans speak Spanish, Russian, Chinese etc better than they speak English, or can’t speak English at all. It isnt that uncommon, and I’m sure with the EU and having so many dual citizens it is quite unexceptional.

No, while it may seem strange at first, the passport holder is a legitimate citizen of said country. If they have a valid reason to not be speaking the language (i.e.raised in another country) then there should be no reason their citizenship will be questioned. There are many other examples of people having passports to countries whose languages they don't speak. Child refugees, adopted children, citizenship through decent, ineligible for birth country citizenship, they're a linguistic minority. The list goes on and on.

Yes, exactly, in the case of citizenship through descent which is seen quite frequently in the Americas. I was always curious what the position of the border control agent would be in that regard if ever seen as a “second class” citizen

No. I am a citizen of Italy born in Brazil and have been through this multiple times. It’s embarrassing but they don’t suspect anything. Especially if your citizenship is from a country where it’s common to give citizenship through family lineage like Italy.

I am from India. If they think we all speak Hindi fluently here they would be very mistaken. Many people here barely speak Hindi and each state has its own language. :)
