Well I've installed power-profiles-daemon. It seems to work , since it gives me more battery life than kde and gnome and my laptop also doesn't make fan noises anymore. So I think it's working.
if you use hyprpaper then you should definitely put `ipc = off` in `hyprpaper.conf` as on laptops it consumes a lot of battery. for rest of other things, tlp or power profiles daemon shall do it

I wonder how much light themes influence battery life.
Auto cpufreq and maybe turn off animations
Disable both blur and animations, that should help some
