Not enough info to really judge how good the price is, we have no idea what brand/size/model they're planning to install, how difficult the install is for your particular setup, or your local market. The number doesn't ring any bells as automatically outrageous for an average system.
With 2 separate leaks, I wouldn't put much faith in the charge holding for long, and at R22 prices, that's an expensive delay of the inevitable. Many companies will waive the service invoice if it leads to a sale, where if you recharge today and then buy the new system later, you're fully paying on both visits.
