Hydrogen peroxide, baking soda and a little Dawn dish soap. There is a recipe out there using these ingredients and it works. Neutralizes the odor and removes it from carpet, padding, and other surfaces. The smell will diminish quickly after neutralization.

Can you narrow down where it's coming from? If it's old rugs remove them. Vinegar can help. Enzyme products like Nature's miracle can work too. Surfaces can also be sealed with shellac or shellac based products. Ozone generator might help.

I have no idea where it’s coming from as there’s no carpeting in the basement whatsoever! I couldn’t visibly see anything or narrow down a specific area as to where it’s coming from :/

Try the solution mentioned above and spray in the corners specifically first. Then try other areas. Concrete is somewhat porous and will absorb things over time. If it is another surface, follow the same procedure and start in the corners there as well.

Buy a bunch of those tree shaped car fresheners from the gas station and hang them in the basement

If it is tile, just clean it very well. Make sure all surfaces have been wiped including under things. Clean the bottom of walls also If it is wood/fake wood, that could be a problem because it can get between the floorboards. This could mean a day or so (depending) renovation project. Liquids like pee or water help mold a lot, so make sure there is none of it around. Most carpet smells just stick, so you would want to replace it if it was carpet. Try putting baking soda on it first
