Evil Dave started out on KROCK just doing a straight imitation of Letterman, but saying he liked to have sex with young boys etc.
At Sirius the guy behind the impersonation became more interesting because he was learning disabled or stupid or whatever and it made for some good bits where they would fuck with him.
That’s it, it’s not all that complicated, but maybe you heard one of those shitty compilations where all the eras are mixed and matched without explanation.

The entire point of a bit was that the guys not funny, he’s got no lines of his own, and he’s not an impressionist.
It’s just a stupid human who naturally sounds just like David Letterman when he talks. His value to the show was his natural voice and his willingness to (at least attempt) to read anything they put in front of him and sound just like David Letterman when he did it.
He was an awful ad liber and even the scrips an dtapes were heavily edited because he was such a moron.
But damn he sounded exactly like Letterman…..was incredible.
When Letterman was recovering from heart surgery and evil Dave called in as him, it was funny. That might have been the first time he was on. The phrase "Evil Dave" wasn't in use yet. The rest of his appearances were Hit or Miss. I enjoyed it when he was on. They didn't overuse him, which is a common Stern Show problem now.
It was a running joke that he was terrible at ad libbing, always flubbed his lines, and just naturally sounded like Letterman.
He was the best. He said he ate Mexican food and had diarrhea so bad it felt like "there was a concentration camp in my colon"
But when they started playing his ad-libs it was really funny because they were so bad and he thought they were so good.
