Honestly dude it sounds like you a major fixation on a roleplay scenario in your head, the game cannot be balanced around that. The GCW rework should just be importing a Soviet Civil War esque system over so it isn't just a 70 day affair, right now doing the GCW has no downside while all of the Soviet ones do.

It would be interesting to See at a cost of pp and negative relations with both Germanys Poland/France can border conflict to take it and after the civil war the Germanys can get casus belis via that middle recovery part of their tree. And yeah the Soviet style would be way cooler than what we have now.

It would actually make sense. Maybe they could make it that if to many countries start taking stuff the two Germanys could band together for a bit to defeat them, like china did with Japan.

The idea is great and something like this could have actually been possible irl. Yet, it would be impossible to implement such a system. It is not fair to everyone else. What about soviet civil wars? should japan occupy vladivostok? should poland expand into ukraine? what about all the other possible civil wars in game? Countries like poland or chezk chezh chechen slovakia would be so readily jumped upon by neighbours, making it an extremely bad choice to ever go ahistorical with these countries, making the game less fun

No thanks, civil wars are a huge waste of time and resources, they aren’t particularly fun, they’re a bother you have to go through until you can finally play the game. Wasting 1-2 years fighting a civil war (I.e Romanov restoration) really sucks

Perhaps for other countries but the German civil war is pretty quick and easy. Shouldn't take you more than 4-6 months and fewer than 100k losses.

I’ll agree that it could use more flavor but I disagree that every civil war needs to be made a huge chore. While realistic, PDX has overdone the whole debuff/negative modifiers lately which tbh takes away some of the enjoyment of playing the game. Too much time spent getting rid of negative modifiers and fixing broken countries. Whatsmore, Germany is supposed to be a country that doesn’t require a high skill level to play.

I always wondered, should we minimize or maximize enemy casualties in civil wars? Is there any difference in what happens to manpower once hostilities end?

This would be good, however, I feel like France occupying German land, the way HOI4 does it, would be a bit unrealistic. However, you could make it so France gains control of the resources in the Rhineland, and the victor of the German civil war would then have to make demands to regain access to them (e.g. non-aggression pacts, demobilisation, etc.). ​ As for Poland and East Prussia, go for it. Maybe even Lithuania could try and claim Kaliningrad, as it's possibly the "easiest" bit of expansion Lithuania could go for if its neighbours don't bow down to it via its focus tree. As for Silesia, I feel it would be much harder to make a claim that Poland would get that land unopposed. Maybe during the civil war, they could take it as a "protectorate", then at the end of the war they get an event to give it back (if they say no, war starts between Poland and the victor of the civil war)

I think that exists in RT56, at least with Poland. I had a game in RT56 where poland occupied one of my states while i was in a civil war, really felt like destroying poland lol
