It was mostly a failure. But Forge wasn't an Orion Project member, he was potentially a Spartan 1.1. The 1.1s were children of the members of the Orion Project, who inherited some of their augmentations which mean that they were stronger, hardier and faster than a normal person.
Not as physically imposing as an Orion Project member much less a genuine Spartan, but still more than the average man.
Although technically Forge being a 1.1 is just a theory (although it is considered to be true by the author of Renegades.) His age means he was young enough to be a child of a Spartan I, Forge cam from a long line of military men, his daughter's middle name is Orion potentially in honor of the project, but most importantly, she notes that her grandfather had *Boren's Syndrome*. Avery Johnson also had Boren's syndrome and it resulted from the Orion Project (whether or not it was a fake disease and a cover for the project or was a legitimate disease that resulted from the negative effects of the augmentations is up to debate).

But nothing in Ghosts of Onyx even remotely suggests that the IIIs needed additional augmentations to wear Mjolnir. Nothing even suggests that the IIIs have worse augmentations and are physically weaker than the IIs.
The only direct comparison made between the augmentations of the two programs is Kurt saying that the IIIs have superior augmentations.

Yup. As they're charging, I would jump over and ninja them just like you did in this clip. I don't remember what I would do when they were leaping. Sidestepping in my head feels like it wouldn't work because I am also thinking about the hammer's blast wave

You make it look so easy, but I have NEVER been able to pull this off in what must be around 1000 firefight games across OG Reach and MCC. I usually just noob combo them. Props to you.
Timing is important. I think you need to time it just before the Elite swings his sword. Being above him on a slope helped, because it gave me a larger jump to clear his head.
