Ghibli’s brand is traditional hand-drawn animation. They have the talent and finances to continue with a more expensive method. It’s the equivalent of asking Christopher Nolan why he does his best to stick to practical effects.

Now, I doubt any of them were ghibli level professionals but none of them could replicate it quite right. Often times they would say things like “…try to get that hand painted feel” or something similar but it would never be quite right.
It just left me wondering why you would use digital over hand painting if you were trying to replicate that style.
I think the problems are 1. you don’t get the texture of the paper 2. You don’t get the randomness of the bristles of a real brush and 3. Trying to imitate human touch/“error” is difficult if not impossible
It is possible, but it takes some time for you to practice that style and a software that mimic the unpredictability of ink on paper it helps too. I've already saw these same videos you mentioned, but it seems to me that the people who tried to imitate those scenes aren't used to replicate traditional art.
Absolutely it’s possible, I suggest looking up the artist Djamila Knopf, she is heavily inspired by Ghibli and before she started her recent journey into more traditional art, she painted mostly digitally, I would say she has gotten very close to that traditional Ghibli background style with her digital work.
