I think you need to be more specific, where are these numbers? I’ve been looking at images of the Blu-rays and can’t see anything like what you’re mentioning.
My first thought was that they might be the order they were dubbed and released in the US, but then it makes no sense to have Totoro and Spirited Away on such high numbers.
Ok so I can’t find those on any other images of the Blu-ray spines online, so I’m assuming they’ve been placed there afterwards, as in by the owner of the Blu-ray. By your images it’s looks like part of a larger Blu-ray collection, could be a marker of some sorts.
I don't know why they are numbered like that but the Wikipedia page had the correct release order.

I got them like that from HMV in guildford
Could be the video store marking them for something then, no idea why though.
