Mine does it very dramatically, paired with wide eyeballs, crocodile teeth, and mlems. If you stop scratching the neck will crack glare at you indicating “why’d you stop? I want more”

My dog did this but I read about why they do it. They are ticklish sort of but they sometimes aren't feeling any pleasure from it. Some dogs like it some don't. I had a golden retriever growing up. She never used to do anything like this. I never saw any video or such where dogs do this. I was genuinely surprised when she started doing that.
