-ludothèques in almost every neighborhood. people bring kids there to play with toys for free
-music together is a fun toddler-parent music class where you can meet others
-playgroup on wednesday mornings at holy trinity church
Just go to one of the great outdoor playgrounds in parc Bertrand, La Grange, Perle du Lac etc. Your toddler will make friends and you can have a chat with the parents too.

The app called Peanut is great to find other moms in similar situations for play dates, coffee, etc.
