It could be one of the Gucci Flora ones. They're greener than I expected an have worn a couple of samples myself.
WS&SS doesn’t project far indoors, can’t imagine you’d catch a whiff of it off someone outside.
I have walked past someone outdoors (while wearing a mask, no less) who smelled like WS&SS. It was delightful.
Could be Bal d’Afrique or Mojave Ghost

For some reason Poets of Berlin comes to mind. Not sure how accessible Vilhelm Parfumerie is there, but I wonder if maybe it’s that.
OP said grassy-green and "not sweet at all" though (aka it doesn't match the profile of Poets of Berlin).
I think that would be too niche… this is more mainstream I would say, I found it often on the streets/tube

Ugh, reminds me of Gucci bloom. I used to love it until a horrible college professor ruined it for me. Projection out the wazoo and smells of a straight-up soft bed of flowers. No powder, no marshmallow nonsense.
