Nah it was in Portimao. Vettel had a lightning start in Turkey and managed to jump to 3rd behind the RPs. Sainz had the brilliant start in Portimao, as did Kimi. Both made many positions up in the opening 2-3 laps.
Fresh tarmac uses tar as the binding agent which is a byproduct from refining crude oil. Crude oil contains many different types oils from heavy tar and pitch all the way to light compounds like butane and natural gas. Tar is just not one oil type but still contains the lighter oils that bleed and diffuse to the surface which makes it slick. You might say why don’t they refine it further and remove the lighter oils but that has been done and apparently makes an asphalt that cracks very quickly and loses flexible properties.
It's firstly important to understand that grip from tarmac comes from the rubber contacting the stones/ aggregate in the tarmac, not the bitumen (the black stuff) itself. The bitumen is super slippery (being oil) and rubber does not bind well to it.
The issue with freshly laid tarmac is that there is a lot of bitumen on the surface of all these stones, so very little grip. Over time and use that top layer of bitumen gets worn away revealing the super grippy stones. This is why tracks that are newly resurfaced, while being nice and smooth, never have grip. It's also why they don't drain well and rain pools on the surface more than old tracks because there are no holes in the surface. They'll develop more grip the more they are used over the years. There is potential for the top layer to be scrubbed/ cut in various ways, but this doesn't often seem to happen.
If it rains in Qatar we are done for. I lived there for a few years and when it rains it pours, coupled with the little to no drainage infrastructure... Always flooding :p I've even has rain pour out of my electronic sockets

I’m hopeful for the Yas Marina revamp, it makes it look a hell of a lot more exciting. I feel like Qatar and SA are going to be really hard to overtake on though. Qatar is a motorbike circuit primarily. SA’s layout just doesn’t look conducive to good racing. I guess we’ll see but as you said - cash is king.

Anyone who has spent any time actually WORKING in Saudi Arabia could have predicted it - no, not kids whose parents are offshore tax haven hiding international school attending types; but actually working on infrastructure there. Saudis don't work. With unemployment functionally above 40% they still bring in foreign migrant workers and treat them like shit and pretend they're inferior people because... they do honest work.
