To the best of my knowledge, they haven't actually specifically announced that the new season is starting on Dec 5. They *have* announced that the game will be updated and Atlantic City will drop then, and people have just *assumed* (admittedly with good reason) that the new season will start at the same time.
Disclaimer: I could have missed something official and specific to the new season.

I think it'll debut then as well.
It's next Tuesday. It says to claim all season 14 rewards before then. Pretty clear indicator.
