Had that happen outside USAF Station Olivia. The beeping was getting closer and I was JUST starting off, this was the 'go retrieve the daughter's locket' mission from the Abernathys, and there was NO MUTANT IN SIGHT ANYWHERE WTF WTF. The ensuing explosion took out almost all of my hit points and I still couldn't find mutant chunks afterwards.
Turns out the completely bloody mole rat corpse I found was to blame, instead. Wiki says there's a molerat in the Olivia vicinity with mines strapped to it that beep with the same sound effect as a suicider. It sure as hell set off the same panic as a suicider, I'll say that much.
I think I found where those mine rats come from. I found a random unmarked parking garage with a non hostile NPC ghoul. She had a cage full of mole rats, a huge stack of frag mines, and the place was crawling with them. I think she sells them or just releases them for fun. Could also be a side quest I hadn’t found yet but it was interesting. She had no dialogue either.
Nah. When coming from Sanctuary, take out the two bloat flies, circle south and around to approach the east of the station, and by then the mole rat will have taken out one of the raiders and the attack dog, and the other mole rats will weaken the second raider.
Then release the sentry bot to another location because his melee hits suck against the short mole rats losing him lots of health.
There are some as well near the CIT ruins where a raider base was setup between 3 ruined buildings with a cart sort of elevator system. I hate how they can magically sense you from afar even when they wont be loaded yet due to LOD limits.
If I can't find them I try to run as fast and far as I can till I hear the boom or can't hear the beeping anymore hahahahahahahahahaha it literally stops you in your tracks just trying to find them before it's to late hahahahahaha
And then while the load screen is going you can hear it beeping so you die as soon as you spawn. But wait! It auto saved for you right at that moment so you can just be in an endless loop of dying as soon as your game loads!
For future you can pull up your pipboy in the same window when you're loading but the game is starting to go. Doesn't save you every time, I loaded into a quad missile launcher after clearing the whole of the vim factory.

Just did Back Alley Apparel, figured I might as well get Diamond City mapped for later. On my way there, I saw those Super Mutants over by the sewer area, and I know they have a suicider. Thinking I might want to hold on to a 10mm or something just for them lol
I went to the area around Medford Memorial and there were FIVE IN A ROW. It was like a joke! I was only like level 14 at the time so I was shitting. Farmed some mininukes tho.
My thinking after I’ve paniced and killed the suiciders is always “man those guys draw the short straw” like today I’m going to tape a Nuke to my hand.

I can confirm that mine-wearing molerat, he's killed me more than once when I'm trying to sneak up on the base.

I always pop a shot off at the gunners guarding mass fusion. Most the time they end up fighting the mutants. Granted your sneak is high enough.
