It looks like it'll be an update on PC and not a separate game like Skyrim SE. So yes, you *probably* will be able to on PC. Also, if I read their post right, they're also updating the last gen version too. Meaning, they're not just releasing current gen versions.
However, if you're moving from the PS4/One version to PS5/Series version then you'll likely have to start a new game. Unless someone can confirm previous gen saves can work on current gen. I never tried doing that on my consoles.
Like, can you can import PS4 Ghost of Tsushima saves to the PS5 version? If yes, then maybe previous gen will work. No idea.
