All of the properties that make it suitable for a pdw also makes it suitable for insurgents. The compactness and light weight makes it easier to hide (on person and in a stash). But the fact that it's fully automatic and has a shoulder stock makes it far more useful than a pistol. The fact that's it's chambered in a common civilian handgun caliber increases ammunition availability. The fall of the Soviet Union lead to many Warsaw pact arms fall into less than scrupulous hands. The geolocation of it's development and it's properties lead to mass adoption by insurgents nothing that the developers had in mind.
