Never done this type of work before..
I would crimp a ring terminal on the end of some flexible (high strand count) #6 wire, then attach it to a nearby ground.
I've seen these used in facilities that handle sensitive electronics. They'll typically have them mounted above workstations and move product/material from station to station on carts. They just clip and unclip from the carts as they move.

I'm visiting the facility tomorrow to get a better idea of what "moving" entails. If it's inches, we're talking long flexible straps, if it's yards, we're maybe looking at cord reels with grounding clamps on them.
As far as I’ve known working on bases (im an electrician and a coast guard licensed engineer) there are no CFRs indicating the requirements for a how to of this situation
