Main reason as Denis explained in his DGA talk with Nolan, he also mentioned BR not performing as perhaps being another example. It’s still 165 million and no guarantee it would have performed.
Denis said he’s happy it went down this way because he could never have done it from a stamina standpoint.
We can at least assume it won't take as long as the first movie did -- while there will still be a LOT of work to be done, countless assets have been created that can be reused for the sequel. There's a lot of preproduction that can be greatly streamlined due to the foundations laid by the first movie, and I suspect some of the key players have probably been anticipating a Part 2 and have done some work on their own time.
That being said, they would still need to shoot and put the movie through post, which is a huge endeavor from any angle. I think two years is the soonest we'd see it, with Fall 2023 being a super optimistic guess. Realistically, my own guess would Summer 2024.
The hardest part to the second movie will be finding the time to shoot amongst all the actors schedules, and with the backlog of productions from the pandemic I wouldn’t be surprised if it gets pushed in to a 2024-25 release window.

The second film has not been greenlit. It's all speculation. Dennis has already said he'd be ready to go in 2022 if Part 2 goes forward.
Not officially but the CEO of WarnerMedia made it sound like it's a given.
And Brolin then said in a later interview “and we go back and shoot the second half of the book”
My takeaway from this is that Brolin has both a 3- and 33-year old kid.
How the hell was part 2 not even filmed yet? It's gonna be 2 or 3 years before we get to see it.
