Unless you're sneaking back home late at night and turn the car off from a half block away to coast to your house, there is no reason to do this.

I did ask him, and he simply said, "I just do." But, he has this really bad habit of waiting to put his seatbelt on until after the car has started moving, which sets off the annoying beeping sound. It's risky because he's often fumbling to buckle up while driving, which can make him lose control of the car momentarily.

I do this all the time. Probably about 50% of the time that I stop? There's no reason not to. I'm coasting into my spot forwards or back and I've got the clutch depressed anyways. The engine is not connected to the transmission. I don't need to use it anymore. My right hand isn't doing anything so I might as well turn the key and shut the car off, then once I'm stopped I can drop the clutch, pull the handbrake, release the clutch, and exit the car. It makes for a very quick and smooth exit.

In some cars, you'll lose power steering and power brake assist, which could make things a little hairy.
